		<description><![CDATA[The new constituton dispensation provides for alot of opportuities for Kenyans to participate as one of the fundermental aspect of human rights. we are glad that this constitution is here and we shall indeed use it as a tool to advance our quest for the state to submit to its obligations of Protecting, Respecting and Upholding to all the citizens of Kenya irespecive of Gender, Tribe, Creed amng other disparities. However the budget being the fuel of the economy and a parametre of defining the growth of the state GDP, it must be subjected to a process that is inclusive, transparent and mostly acceptable to all the beneficiaries esp the poor of the poorest. As actors in tis cause, the time to grab ou tools and get to work is now, and i believe we have all the implements. Lets drive this cause to the desieable end........ May God protect us and give us new ideologis and innovations to conquer this quest]]></description>
